RLS / RLST training

The Workers’ Safety Representative (RLS) is a key figure in the protection of health and safety at work, governed by Legislative Decree No 81 of 9 April 2008 (Consolidated Law on Safety). Its main role is to represent workers within the company on all matters relating to safety and risk prevention.

Tasks and responsibilities of the RLS

The RLS has the right to be consulted on the risk assessment and prevention measures taken by the company, as well as access to workplaces to check the safety conditions. Its main tasks include:

  • Participate in the periodic meetings on security provided for by Legislative Decree 81/08.
  • Receiving and disseminating information to workers about the risks present in the company.
  • Promote prevention and protection measures to improve safety and health in the workplace.
  • Report to the employer any risk situations and propose improvement solutions.
  • Collaborate with the Prevention and Protection Service (SPP) and the Competent Physician.
  • Receive adequate training and regular updates to best perform their role.

Rights of the RLS

Legislative Decree 81/08 guarantees RLS specific rights for the effective performance of its functions, including:

  • The right to access company safety documentation (DVR, emergency procedures, accident records, etc.).
  • The right to specific health and safety training.
  • The right to consultation prior to the adoption of measures that may affect the safety of workers.
  • The possibility of recourse to supervisory bodies in the event that risk reports are not adequately considered.

The figure of the RLS is therefore an essential reference point to ensure a safe working environment, encouraging collaboration between workers and employers in the management of health and safety in the company.

Method of election or designation of the RLS

The RLS is elected or appointed in accordance with the procedures provided for by Legislative Decree 81/08 and sector collective agreements. In particular:

  • In companies with up to 15 workers, the RLS is directly elected by the workers within them.
  • In companies with more than 15 workers, the RLS is elected within the company trade union representations (RSA) or, in the absence of these, directly by the workers.
  • If workers are not elected, their functions may be carried out by the Workers’ Representative for Territorial Security (RLST), appointed by the relevant joint bodies.

The election must be documented and communicated to the employer, who must record the name of the RLS in the Risk Assessment Document (DVR) and communicate it to the competent bodies.
